Sin and pleasures of the flesh; it is full of people trying to make money, deceive people etc. Answer: It represents the Tower of Babel (Hebrews 11). Also there is no way around it in order to get to the Coelestial City you must go through it. It was established by Appollyon, Legion, and Beelzebub.
